After hearing a few choice quotes from the President's address to the Republican Governors' Association on the news this morning, I decided to read the full text, and write a summary. However, several paragraphs in, my eyes began glazing over, so I wound up skimming the rest. So here, based on my thirty seconds or so of scanning the text, is an abridged version of that speech:

It eventually all just turned into a blur of "terror" alternating with (applause) as I scrolled down. I also think at one point the audience began applauding for its own applause. I can't be sure. Anyhow, if this speech marks the beginning of Bush's 2004 campaigning, I think it's safe to assume he very well might be planning to make terror an issue. Just a hunch.
